Glenn Talbot (Josh Lucas) in Ang Lee’s Hulk (2003) was made to hide the true antagonist of the film for a lot of reasons.
Talbot was interpreted to be very mean and cynical who never cared about anyone and possibly himself. He also symbolizes Bruce Banner if he continued his father’s research. For example, David wanted to make a super soldier army against General Ross’ permission and Talbot wanted to do the same.
Talbot was injured by the Hulk, which gave him the idea to torture Bruce with a cattle prod. He is much more menacing than David Banner because of his plans against General Ross, Bruce and Betty. He is the only main character to never see David Banner.
Talbot’s ignorance from General Ross’ protocols were his downfall, which ultimately led to his death from a backfired missile.
